The countdown is anchored to a finish time, so it stays exact even if the tab is in the background. Press Test sound once so the browser lets audio play. Space starts and pauses, L takes a lap, R resets.
A stopwatch counts up from zero, for when you do not know in advance how long something will take. It reads to a hundredth of a second and records lap times as you go.

The larger figure is the split, the total elapsed time at that moment. The smaller figure beside it is the lap, the time since the previous mark.
Yes. Elapsed time is measured from a start timestamp rather than counted tick by tick, so it stays accurate no matter which tab you are looking at.
